Is Estonia Open For US Travel?

Estonia is at a level 4 “do not travel” advisory, but is still open for US citizens to travel to, assuming they are vaccinated. If the traveler is not vaccinated, they will still be allowed in for work, family reasons, study, or if they possess a special permit.
